Government extends timelines for Central Civil Services and All India Services employees appraisal.
In its response to addressing the Covid-19 crisis the union government had announced a nationwide lock down of 21 days last week. The lock down has impacted almost all organisations in some way, including government offices. To ease the impact on government officers, some relaxation has been announced on one of the key processes marking closure of annual performance appraisal. The recently announced relaxation in the performance appraisal process would impact All India Services (AIS) officers, and Grade A, Centeral Civil Services officers. Earlier the government had issued notification regarding in relaxation of CCS (Leave) Rules, 1972.
The recent announcement has been with regards to – extension of time lines for submission of Annual Performance Assessment Report (APAR) in respect of Group A officers of Central Civil Services for the year 2019-20, and extension in timelines for generation of PAR and submission of self-appraisal in respect of AIS officers for the PAR year 2019-20.
The release from DOPT, related to time lines for submission of Annual Performance Assessment Report (APAR) in respect of Group A officers of Central Civil Services, dated 27th March 2020, said – “In the light of situation arising out of spread of Novel Coronavirus (Covid-19), it has been decided with the approval of competent authority to revise the time schedule for some of the activities relating to recording APAR.”
The revised timelines for the following activities considering the Covid 19 situation are as:

Another release by DOPT, related to extension in timelines for generation of PAR and submission of self-appraisal in respect of AIS officers, addressed to Chief Secretaries of States / UT dated 27th March said – “ …. due to situation arising out of spread of COVID-19, it has been decided with the approval of competent authority, to extend the cut off dates prescribed for some of the activities relating to recording of PAR for the year 2019-20…,”.

These changes come as a one time measure, primarily to address the situation that’s arising as of now.
